As we launch TVR Labs and SafePrompts.ai, I want to share the perspective that led us here. After decades working with enterprises on identity, security, and governance, it’s clear that AI demands a new kind of control layer—one that operates where prompts, context, and decisions actually live.

Every Prompt Governed, Every Decision Accountable

Over the past several decades, I’ve had the privilege of working alongside some of the world’s largest enterprises as they navigated wave after wave of technological change. Across more than 1,000 consulting engagements and over 35 years of analyst research and advisory work at Burton Group, Gartner, and TechVision Research, our team has helped organizations adopt and secure foundational technologies—from identity and access management to cloud, mobile, and data-centric security.

Each wave brought new opportunity. Each also introduced new forms of risk. And every time, enterprises responded by building the governance models required to establish trust.

Today, we are at the beginning of another major shift—one that is moving faster than any I have seen before. Artificial Intelligence.


AI’s Power — And Its New Risk Surface

Organizations are rapidly deploying large language models, copilots, and increasingly autonomous, agentic systems. These technologies are already changing how work gets done, how decisions are made, and how systems interact.

But in conversations with enterprise leaders, one reality has become clear:

AI is being deployed without a corresponding governance layer.

What makes AI different is not only its power, but where and how risk is introduced. With AI, risk is no longer confined to infrastructure, applications, or data repositories; it emerges in real time:

  • In the prompts users generate
  • In the context those prompts carry
  • In the decisions AI systems produce
  • And in the actions those systems can execute

Yet today, there is no consistent way for enterprises to control, evaluate, and enforce policy at this critical point of interaction.

This is the gap that led to the formation of TVR Labs.


The Prompt Layer: A New Control Surface

I believe that the prompt layer has become the new control surface for enterprise AI—and that governance must operate there, in real time, before decisions are executed.

Our initial product, SafePrompts.ai, was built to address this need. SafePrompts.ai introduces a new approach to AI governance:

  • Every prompt is transformed into a structured, machine-interpretable object
  • That object is enriched with identity, context, and semantic understanding
  • And it is evaluated in real time against enterprise policy and risk models

This allows organizations to:

  • Enforce policy before execution
  • Reduce security and regulatory risk
  • Establish full auditability and accountability
  • Govern AI consistently across models, agents, and protocols

Importantly, SafePrompts.ai is designed to be protocol-agnostic, supporting emerging standards such as Model Context Protocol (MCP) and tested across agent-to-agent (A2A) interactions.

I do not view this as an incremental improvement. I believe it represents a new foundational layer in the enterprise stack: a control plane for AI governance—operating from prompt to execution.


Why TVR Labs, Why Now

TVR Labs was not created in a vacuum. It is the result of decades of observing how enterprises adopt technology, where they struggle, and what is ultimately required to establish trust at scale.

I’ve seen what happens when governance lags innovation. In each prior wave—identity, cloud, mobile, data—enterprises eventually built the governance controls they needed, but often only after early missteps and costly lessons.

AI presents both an opportunity and a necessity to get this right from the start. The rate of adoption, the autonomy of systems, and the proximity of AI to critical decision-making all raise the stakes.

We believe enterprises need a way to govern AI where risk actually appears—in the prompts, context, decisions, and actions that drive real work.
